Job Overview

The Illinois Environmental Protection Agency (EPA), Bureau of Water (BOW), Division of Public Water Supplies, Compliance Assurance Section is seeking to hire an Environmental Protection Specialist 4 (Technical Expert/Working Supervisor). This position will serve as a technical expert in conducting activities related to the public water supply operator and wastewater operator certification programs and compliance with State and Federal drinking water regulations, and will serve as a working supervisor in the Compliance Assurance Section. The successful candidate will have experience independently working in a local government, state, federal, or private drinking water program. As an EPS4, you will be providing consultation and technical support to Bureau staff in dealing with complex issues involving public water supply and wastewater operator certification rules and regulations.

Essential Functions

  • Conducts activities related to the public water supply operator and wastewater operator certification programs
    and compliance with State and Federal operator certification rules and regulations with the Drinking Water
    Compliance Section, Division of Public Water Supplies (DPWS), Bureau of Water (BOW);
  • As specialized technical expert, provides consultation and technical support to Bureau staff in dealing with
    complex issues involving public water supply and wastewater operator certification rules and regulations.
  • Assists, advises, and confers with public water supplies and wastewater treatment facilities and their
    consultants concerning State and Federal Operator certification rules and regulations;
  • Serves as Working Supervisor for the Drinking Water Compliance Section, Division of Public Water Supplies
    (DPWS), Bureau of Water (BOW);
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated
    above.

 

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to the completion of four years college with coursework in

the physical, life, or environmental sciences, engineering, or geology.

  • Requires four years of professional experience in the field of environmental protection or a related field.

Specialized Skills (Used for certain BU Employees only)

  • Requires two years’ experience in utilizing the Safe Drinking Water Information System and associated Access databases;
  • Requires two years’ experience in the Agency’s drinking water compliance program, including the issuance of violation

notices and compliance commitment agreements in accordance with Section 31 of the Illinois Environmental Protection Act.

Preferred Qualifications (In Order of Significance)

  •   Prefers at least two years’ experience working in a state or federal drinking water compliance program;
  • Prefers at least two years’ experience in the interpretation and application of state and federal drinking water operator

certification regulations;

  • Prefers at least two years’ experience in enforcement of laws governing a state or federal drinking water program, including

issuing notices of violation and compliance agreements;

  • Prefers at least two years’ experience in generating and reviewing compliance reports for a state or federal drinking water

program;

  • Prefers at least two years’ experience in to communicating compliance requirements, in accordance with state and federal

laws governing public water supplies, to certified drinking water operators, municipal officials, and other external stakeholders;

  • Prefers good organizational skills that allow for the arrangement of thoughts, time, and tasks in a structured way to

efficiently accomplish goals.
